Ordinance 774, adopted May 11, 1987, codified § 2-1 of the Cypress Municipal Code establishing that the city council shall hold regular meetings on the second and fourth Mondays of each month.
On October 13, 2025, it was moved by Mayor Pro Tem Medrano and seconded by Mayor Burke to agendize an October 27, 2025, discussion of changing the day of City Council meetings to either Tuesday or Wednesday. If such a change were to be made, it would require adoption of an ordinance revising Cypress Municipal Code § 2-1.
If the City Council were to change meeting days from Monday to Tuesday, City staff would seamlessly transition to that new day. However, if the meeting day were to be changed from Monday to Tuesday, doing so would create a conflict for City Attorney Fred Galante that could not be accommodated without requiring two other agencies that Mr. Galante represents to make adjustments to its meeting days.
Given the council is considering Tuesday or Wednesday, since this requires a change to the ordinance, they could select one of the following options:
Second and fourth Tuesday
First and third Tuesday
Second and fourth Wednesday
First and third Wednesday
The city has contracted with the law firm of Aleshire & Wynder LLP for over 20 years. Should the council majority decide to move the council meeting to the second and fourth Tuesday of each month, the current attorney would likely be unable to serve due to conflicts with two other agencies.
Should the council majority vote be decided on the second and fourth Tuesdays, that result leaves the following options:
Another attorney from Aleshire & Wynder replaces the current city attorney.
The city decides to terminate the current contract with Aleshire & Wynder and puts it out to bid to other firms.
Some hybrid solution that is both numbers 2 and 3 above.
Should this occur, that also leaves the question of who/what firm will be responsible for continuing the legal representation in regards to ongoing lawsuits against the city? Could this force a change and potentially disrupt ongoing legal proceedings?
How would changing the day of the council meeting, which has been in place for over 38 years, benefit the RESIDENTS of Cypress?
Is changing the meeting to Tuesday a back-door way to get rid of the city attorney without much scandal after the council majority recently forced out the city manager? That forced resignation resulted in a significant payout (which was not part of the employment contract) and the departure of the city clerk and the assistant to the city clerk. A loss of 40+ years of institutional knowledge.
Exactly how will all of these dramatic new changes positively impact the RESIDENTS of Cypress?
Who will be the next person shown the door?

As a side note, Mayor Pro Tem Medrano mentions four Federal holidays falling on Mondays. For 2025 and 2026, only two holidays fall on Mondays, which are the second or fourth Monday of the month. Those holidays are Memorial Day and Columbus Day.
